DISTRICTS TOURS UNDERTAKEN BY GOVERNOR OF ORISSA.
As the head of the State and the constitutional authority, the Governor undertakes tour to different districts on requests from different organisations to attend functions on occasions like Centenary, Golden Jubilee and Silver Jubilee celebrations. After ascertaining the significance of such functions and the credentials of the organisations and organisers, these requests are acceded to. The District Collectors also invite the Governor to important functions in their districts and to see the developmental activities undertaken by them in the districts. At times of natural calamities such as cyclone, flood and drought, the Governor visits the districts. For such visits, detailed tour programme is chalked out in consultation with the district administration.
During such visits to districts, the Governor holds discussions with the senior officers on various matters concerning the district, the local people and the implementation of various polices and programmes of the State Government.
The general public avail this opportunity to ventilate their grievances and submit petitions, memorandum etc. Matters pertaining to the district level grievances are sorted out on the spot to the extent possible and the district administration is requested to look into such representations. The problems concerning the state administrations are processed at Raj Bhavan and they are forwarded to the Chief Minister, Chief Secretary and other senior officers for redressel.
Impressions of the Governor are conveyed to the Chief Secretary to Government in the form of tour notes for appropriate action. The tours of the Governor help the district administration to gear up and make them more responsive and accountable. Governor also gains a first hand knowledge about the problems of the people and suggests to the Government various remedial measures needed to tackle the situations
