Obtained BA (Hons.) degree from St. Stephen's College, New Delhi; joined Indian Administrative Service 1988, Odisha cadre. Started his career as Sub-Collector, Jajpur, later moved to Dhenkanal and Balasore. He also served as Collector, Dhenkanal, Labour Commissioner, Odisha, Managing Director, IPICOL. While on inter-cadre deputation to Uttarakhand, served as founding MD of State Industrial Development Corporation of Uttaranchal (SIDCUL),  Secretary Cooperatives Animal Husbandry and Dairy Development. On return back to Odisha, He served as the first Commissioner-cum-Secretary of newly setup Public Private Partnership Department, Commissioner-cum-Secretary Labour and Employment Department, Sports and Youth Services Department and has been holding the office of the Commissioner-cum-Secretary to His Excellency from 25/06/2007.
